Preventing forest and land fires (karhutla) requires multi-stakeholder cooperation and collective efforts. Therefore, the formation of forums between villages that are close to each other in the Pawan River-Kepulu River Peat Hydrological Unit (KHG) and the Kepulu River-Pesaguan River KHG, Ketapang District, West Kalimantan Province, plays an important role as a forum for communication and sharing ideas in supporting the prevention of forest and land fires in their peatlands. This forum is known as the Sustainable Environment Inter-Village Community Forum (Formad Lingkar) which was declared in 2020, established by a Joint Regulation by the Four Village Heads (Sungai Pelang Village, Sungai Besar Village, Sungai Bakau Village, and Pematang Gadung Village) and was recognized by the Head of Matan Hilir Selatan Sub-district in 2021; and ratified by the Minister of Law and Human Rights of the Republic of Indonesia in 2022. The sustainability of Formad Lingkar as an active inter-village forum for preventing peat forest and land fires received support in the form of additional village fund allocation (ADD) to fund activities in preventing forest and land fires based on peat governance through village revenue and expenditure budget (APBDes) and village government work plans (RKPDes) from each village. This innovative policy is a breakthrough to break through the difficult barrier of operational funding for forest and land fire prevention in the four villages.
