Mainstreaming the High Conservation Area Approach in Indonesia

In the midst of government efforts to protect Indonesia’s forest area such as through the determination of 22.8 million hectares of conservation areas in the form of national parks and reserves, the conversion of those areas to other non-forest land-uses continues unchecked. The threat goes further to highly vulnerable conservation values area, such as heath forest, peat swamp forest, or habitat of endangered species. With such situation, promoting HCV concept in production areas will contribute to the government act and to the conservation effort in general.

As a planning tool, HCV helps land managers to achieve a rational balance between environmental conservation, social justice and economic development. Maintaining HCV area is crucial to strengthen life supporting system in management units and at the landscape level. It is also part of the preventing efforts to avoid catastrophes resulted from exploited natural resources. Commercial perspective often wins over environmental perspective so that investment on the identification of HCV in concession area is often put in less priority. A fundamental shift of mind-set is then quite necessary to see the HCV as future revenue rather than cost centre.

Looking at the importance of HCV, TBI Indonesia continuously promotes the widespread adoption of the HCV approach in policies and practices related to sustainable management of oil palm plantations and industrial wood plantations. And in the long run, TBI Indonesia would like to support the widespread adoption of HCV practices across agro-commodity production areas. It is expected to contribute to the conservation efforts, the maintenance of people’s well-being and livelihood opportunities, reduced conflict on land use and the maintenance of markets for agricultural products originating from forested areas with high biodiversity.
